Bombay, July 3: After the collapse of the Mahavikas Aghadi government, the newly formed Shinde-Fadnavis government in the state continued the series of reversals of numerous decisions of the previous government. This series, which began with the decision of Aarey Carshed, now comes to the question of service structures. The fifth cabinet meeting of the new Shinde-Fadnavis government in the state was held today. Chief Minister Eknath Shinde chaired the meeting. A total of ten decisions were taken at this meeting. One of these decisions is considered to be the most significant and important decision for the politics of Maharashtra. The state government has now decided to keep the same ward structure as in 2017 for local body elections and municipal elections. Hence, this is seen as a blow to Mahavikas Aghadi. Along with the decision on the composition of the district, 9 more important decisions were taken at today’s cabinet meeting. We will give you detailed information on all these decisions.

1) Department of Urban Development: Improved membership of Mumbai as well as other municipalities

The decision to revise the membership of the Mumbai Municipal Corporation and other municipal corporations was taken at the Cabinet meeting held today. Chief Minister Eknath Shinde chaired the meeting. As a result of this decision, the Mumbai Municipal Corporation will have 227 members instead of the current 236 members. In addition, in other municipal corporations, the number of members will be revised in proportion to their population as follows: – The minimum number of elected members in municipalities with a population of more than 3 lakh and up to 6 lakh will be 65 and the maximum number will be 85. For every 15,000 population over 3 lakhs, provision will be made for an additional member of the municipality. In municipalities with a population of more than 6 lakhs and up to 12 lakhs, the minimum number of elected members will be 85 and the maximum number will be 115. For every 20,000 population above 6 lakhs, arrangements will be made for an additional member of the municipality. For every 50,000 population above 24 lakhs, provision will be made for an additional member of the municipality. For every 1 lakh of population above 30 lakh, an additional member of the municipality will be provided. In municipalities with a population of more than 12 lakhs and up to 24 lakhs, the minimum number of elected members will be 115 and the maximum number will be 151. In municipalities with a population of more than 24 lakhs and up to 30 lakhs, the minimum number of elected members will be 151 and the maximum number will be 161. In municipalities with a population of more than 30 lakhs, the minimum number of elected members will be 161 and the maximum number will be 175.

2) Village Development Department: Number of Zilla Parishad members minimum 50

The decision to amend the Maharashtra Zilla Parishad Act 1961 so that the number of Zilla Parishad members is a minimum of 50 and a maximum of 75 was taken at the Cabinet meeting held today. Chief Minister Eknath Shinde chaired the meeting. Currently, Zilla Parishads in the state have a minimum of 55 and a maximum of 85 members. This decision was made to revise membership due to declining population in rural areas. At least 50 seats will be allocated to the least populated district in the state. An ordinance to this effect will be promulgated.
3) Public Works Department: Widening of Bhiwandi Kalyan Sheel Fata road will be accelerated, approval revised at cost of Rs 561 crore 85 lakh

The six-layer Bhiwandi Kalyan Sheel Fata road widening will be accelerated and the cost of the improvement works of Rs 561 crore 85 lakh received administrative approval at the Cabinet meeting held today. Chief Minister Eknath Shinde chaired the meeting. This project will be implemented on the basis of a deposit contribution from government funds. This cost has increased due to changes in the nature of works due to works such as Patri rail flyover, 2 Katai rail flyovers and relocation of power lines and water canals etc. Excluding funds required for this project and funds of 105 crore given to Maharashtra State Road Development Corporation so far by the government, the remaining funds amounting to 456 crore 85 lakhs will be transferred to the corporation from government funds .

4) Department of Water Resources: Approval of Revised Expenditure of Wardha Dam Upsa Sanchan Project

The revised administrative approval was given during the Cabinet meeting held today for the works of Wardha Barrage Upsa Irrigation Scheme at Babhulgaon Taluka of Yavatmal district at a cost of Rs 565 Crore 87 Lakhs. Chief Minister Eknath Shinde chaired the meeting. Through this project, 5,000,663 hectares of area in Babulgaon taluka will be irrigated.

5) Department of Water Resources: Revised Expenditure Approval for Lendi Minor Irrigation Project

187 Crore 04 Lakh works for completion of Lendi Small Irrigation Project at Mauje Hiradpada at Jawhar taluka received second revised administrative approval at Cabinet meeting held today. Chief Minister Eknath Shinde chaired the meeting. This project will irrigate 550 hectares of tribal area in 5 villages.

6) Department of Finance: Reforms to make it easier for traders to file GST returns

Today’s Cabinet meeting approved amendments to the Maharashtra Goods and Services Tax Act 2017 to remove difficulties faced by traders in filing Goods and Services Tax returns. These amendments have been made to harmonize the provisions of the Central Goods and Services Tax Act 2017 and the Maharashtra Goods and Services Tax Act 2017. This will eliminate future problems between taxpayers and the Goods and Services Tax Department and simplify the work process.

7) Department of Transportation: revised diagram for Department of Motor Vehicles

Today’s cabinet meeting approved the setting of a revised figure for the state Department of Motor Vehicles. It will also reduce the expenditure burden on the state government treasury. According to the revised figure of 4350 positions for the department, 443 new regular positions will be created. It also includes 5 regular positions under the Joint Commissioner for Transport.

8) Department of Higher and Technical Education: Deadline for letters of intent for new colleges is August 17

The decision to amend the Maharashtra Public Universities Act 2016 was taken at the Cabinet meeting held today. An order to this effect will be published. The law will allow colleges to give letters of intent before August 17, 2022 for the start of new colleges, ecosystems as well as new courses, subjects, faculties, additional units or satellite centers.

9) AD Bahujan Welfare Department: Approval of positions for Amrit Sanstha

3 regular posts and 17 contract posts from Maharashtra Research, Advancement and Training Prabodhan (AMRIT), an organization set up for students from economically weaker sections of the open category, were approved at the Cabinet meeting held today. For this purpose, Amrit, a new institution was created in 2019 on the model of the Mahajyo institution to develop economically weaker youths and young women in the open category.

10) General Administration Department: the services of two Information and Public Relations Clerks will be regular from the date of appointment

The council of ministers held today approved the regularization of the appointments of 2 clerks made through the service office Yojana at the general directorate of information and public relations from the date of their initial appointment. Smt. Premila Kundiya for Lokraj Gujarati and for Lokraj Urdu Shri. This decision was made regarding Javed Abdul Waheed Khan.
